Emergency services were called after the roof of a building in Bolton collapsed.
The call came from Market Street, Farnworth, at around midday after damage was seen to the back of the Fide Design Cafe.
Fire crews were seen heading to the scene and the building was evacuated.
At the back severe damage to the property can be seen with the roof having collapsed.
One employee of JW Builders saw what took place.
He said: "It was at midday, fire engines came down with sirens on. The fire brigade came and broke into the premises.
"They had trouble getting in and had to call for backup. They broke through the door as they thought there was somebody trapped inside.
"They went in and secured the building then the owners came.
"It was caused by the elements, the heavy rainfall last night contributed to it."
Another employee of a nearby pub said emergency services first attended at midday.
On Market Street the entrance to the cafe was boarded shut and a cordon was in place around it.
The cordon extended to part of Westwood Homecare which is located next door.
A crew member at Farnworth Fire Station confirmed they had been called to the "partial collapse" of a building.
A Bolton Council spokesperson said: "Our building control team is on site now helping to make sure the area is safe.
