A former solicitors' office could be converted into flats under plans put forward.
If approved the plans will see the vacant building on Wood Street turned into four flats and two bedsits.
The developers argue that the need for offices in this part of the town is 'diminishing' compared to the more pressing need for housing.
A statement from G&T Architects said: “The site has excellent access to the national road network, public transport provision, and all the other amenities you would expect to find in a town centre location.
“It is noted that the location of the building is on a quiet side street, Wood Street, within Bolton town centre, directly off of Bradshawgate with no thoroughfare to other streets in the area.”
It added: “Due to location of the building being away from the main heart of Bolton town centre and down a quiet side street off Bradshawgate it is deemed that the noise levels are low and there is no requirement for a noise impact assessment.”
The plans will come alongside a range of other proposals for new flats and housing around the town centre that have been lodged in recent months and years.
These have include proposals to convert spaces above shops on Deansgate into flats as well as larger scale projects like Neighbourhood Bolton, which aims to create 160 new homes at three sites across the town.

The developers have argued that the site is already in need of maintenance and repair and could deteriorate further if work is not done.
A statement said: “Private investment will offer viable uses for the site, and enhance the area for years to come.”
The plans were put before Bolton Council on Monday September 25 and will be open for neighbourhood consultations until Monday October 23.
This will give people living nearby on Wood Street and Silverwell Street the opportunity to have their say about the proposal.
Bolton Council then aims to decide whether or not to approve the plans by Monday November 20 this year.
