The council has thrown out plans to use house as a hair salon just a week after they were put forward.

The proposals surrounded a home on Chorley Old Road in Smithills.

The applicant, based in Bradford, wanted a certificate of lawfulness to allow the mid-terraced dwelling to be use as a hairdressers.

In the application, they gave assurances that the building would not be changed as a result of the different use.

However planning officers said in their report that key details had not been confirmed in the application such as whether there would be a material change of use.

They said: “No evidence or justification has been provided with the application to demonstrate that the proposed change of use would not constitute a material change of use, other than a statement in the application form that there will be no external changes to the building.”

They went on to highlight a number of other shortcomings within the application.

It was also said the applicant had not confirmed whether the property would remain as a family home if it was approved, whether people will be employed at the property, how bookings would be made, whether customers or suppliers would visit and the impact on traffic.

Officers said on the basis of what had been submitted there would be a “material change".

The decision was made to refuse the plans just seven days after they were lodged with the council.

The notice said: “It is considered that the proposed use would result in a material change of use to the property.

“The proposed development would not therefore be lawful and accordingly, the certificate is hereby refused.”
