A major project is set to get underway to transform a multi-story town centre car park into more than 100 flats with new shops.

The plan, known as "The Link" will see the car park on the corner of Bow Street and Crown Street, which was originally built as a cotton mill, reworked into a total of 116 flats, three retail spaces shops and a gym.

With Bolton Council having approved the plans this week, work is now set to begin on what architects Queensbridge Homes, on behalf of Wright Investments Projects, calls a “stunning” development which will be located near to the town’s key shopping areas and transport links.

A company statement said: “Due to the property being surrounded by Bolton's town centre conservation areas, we visualise the structure blending in and enhancing the area.

“Our vision will be achieved by a historic cotton mill inspired façade, a stunning glass atrium combining history with a modern twist.”

It added: “The proposed development will be extremely sympathetic to the immediate surrounding area.

“The integration of the town house design blends the design perfectly with the neighbouring properties.”

The atrium is key to the overall design plan, according to the designers, which they say will ensure that the entire building is kept well lighted and aired with a “more impressive circulation space.”

This is based on similar developments like the Mann Island apartment complex in Liverpool, which is notable for its highly lit shared spaces, balconies and walkways.

In all there are plans for public open space to the south of the site, 15 one bedroom flats, 55 two bedroom flats, four three bedroom flats along with 23 ground floor townhouses and 18 rooftop town houses with 93 parking spaces.

The developers say that the Splash Academy swimming pool, which already occupies a section of the site, will be retained and that their plans have worked around it.

The bid to transform the car park was originally made almost exactly a year ago in June 2021 and was given the green light by Bolton Council on June 14 this year.
