Commuters from Bolton and Bury who drive to work in Manchester city centre will pay a daily £5 congestion charge, it has been revealed.
The plans are part of the £3bn proposal for local transport investment being considered by Greater Manchester's 10 councils.
Congestion charges for weekday travel at peak periods (7-9.30am inbound and 4-6.30pm outbound) will be based on vehicles crossing two points - the M60 Outer Ring Road and the Inner Ring Road, which has yet to be determined.
Drivers will pay £2 to cross the M60 and £1 the Inner Ring Road inbound and £1 at each "border" outbound.
There will be no charges at weekends, evenings or between 9.30am and 4pm.
Essential service vehicles and Hackney cabs will not be charged.
A spokesman said: "No charging scheme will be introduced until major improvements to public transport are in place."
